Development of the System of Education, Retraining and Professional Development of the Civil and Municipal Servants in the Conditions of Reforming of the Higher Education as Subsystems of Public Sector of Economy

Abstract

In the present circumstances of the public sector development the existence of the effective system of higher education becomes of special significance. This can be explained by the necessity for training of highly qualified personnel able to ensure normal operation of all industries in the country. The article presents the characteristic of the present situation in the higher professional education, the study of its further development in terms of public sector evolution. The issue of the development of staff training for the state and municipal civil service is considered thereupon.
