Controversial Questions of Legal Status of Rural Heads: Discussion Results in the Leningrad Region

Abstract

The article describes the current problems of the legal status of village headmen identified in the public debate preceded and accompanied by the adoption of the Leningrad region Law on the state support for rural elders. The point of view on the list of the powers and responsibilities of headmen, the right to put on measures of administrative responsibility, considered the possibility of reimbursement for village headmen, and other topical issues.
