Federalism Reform in Germany - experience for Russia

Abstract

The items connected with the possibility for Russia to adopt the German experience in the field of reforming the organs of state administration are considered in the article. Detailed description of the forms of German governmental structure is made and the reasons of its most similarity to the Russian one are substantiated. Forms of German budget federalism and their system of delineation of responsibilities, financial expenses, sources and competence in the field of tax legislation between the levels of state power are described in detail.
