State modernisation in Germany

Abstract

The article is dedicated to the problems of state modernization in the Federal Republic of Germany. It is noted that state reforming is provided in the country periodically with 10-20 years interval, using different, including borrowed models. Short description of the models in the chronological order is provided. It is pointed out that in the period after 2004 year the most important trends in the programmes of state administration system modernisation are the trends, connected with the increasing of the effectiveness of the administrative systems by the optimum resource using, increasing knowledge's, professional skill and motivation of the employees, and bureaucracy cutting down. Creation of the «electronic government» is considered to be one of the main administrative reform motive forces.
