Council of municipal entities in a subject of rf as a mechanism of horizontal and vertical coordination of local organs of self-administration (in Leningrad region as an example)

Abstract

The authors of the article consider the problem of coordination of activities of different municipal entities, including neighbouring municipal bodies, taking Leningrad region as an example. Tools and methods of constructing relations between municipal and regional power organs are discovered. The authors accept that decision of the mentioned problems is connected with the activity of the Council of municipal entities that is a relatively new structure of power at a local level. The main principles of formation and functioning of the Association «Council of Municipal Entities of Leningrad Region» are taken into consideration.
