Quality of education and / or quality assurance (problems of methodology, practice and estimation)

Abstract

Detailed analysis of the concept «quality of education» is provided in the article, showing existing methods, treatments of estimation of educational processes and relations, as well social and pedagogical effects of such estimations are discussed. In the author's opinion, existing native and foreign experience shows that today separate, local, non-systematic reforms and innovations inside higher educational institutions are ineffective, and often are simply detrimental from the standpoint of general effectiveness of the system of higher education. Only complex, systematic and integral character of such reforms is capable to result in essential achievements of higher educational institution in the field of quality improvement of higher education and competitive achievement of quality standards, both in Russian and global educational environment of XXI century.
