Legislation of Saint-Petersburg about Organization of Local Self-Government

Abstract

The laws of Saint-Petersburg defining basics of development and territorial organization of local self-government in the city of federal significance are considered in the article. The authors discuss those problems proper solution of which should provide rational construction of the system of local self-government. They also offer a set of suggestions, realization of which should provide optimization of the processes of budget regulation and local budget formation, and also should contribute to formation of effective system of municipal audit.
