Abstract

In the article the main approaches to definition of the concept «elite» of the western elite theories are considered. According to the author, at carrying out the analysis of domestic regional administrative elite, taking into account problems of modernization of the country, it is necessary to consider a civilizational originality of Russia, feature of its historical development and political management.
