Interaction between municipalities and regional government authorities: institutional aspect

Abstract

The article is devoted to the analysis of the problems of relationship between municipalities and regional government authorities in the Russian Federation. On the basis of the international comparisons conjuncture preconditions of these problems are shown. The institutional reasons of a divergence of the purposes of administrative elites at local and regional levels are defined and systematized. It is also proved that the current paradigm of public administration is inadequate to the new purposes of the Russian society. And the conceptual directions of its modernization are offered.
