Abstract

The article is devoted to a problem of formation and development of system of responsibility in the sphere of public management in modern conditions. Responsibility is considered as system education, elements and which parties are interconnected and mutually cause each other. Authors pay attention to a multidimensionality and complexity of structure of category of responsibility, the importance of a problem of determinacy of the state responsibility in system of the market relations, and also necessity of identification of conditions and the factors defining it in system of the public relations, in modern conditions.
