Abstract

In the article the retrospective analysis of policy in the migratory sphere from first years of the Soviet power is carried out. The main attention is paid to disclosure of the intrinsic maintenance of emigratory policy of the Soviet State which was carried out in 1960 — the 1980th years, stages of genesis and its results.
