The Gender Approach to Public Administration: Russian Perspective

Abstract

Using the gender approach to public administration is seen as an extension of the traditions of the study of social factors in management as well as a social innovation that meets the requirements of the post-industrial society. The author introduces the basic ideas of the conception of gender-related public administration. Its using in the public administration is seen as a condition for the expanded social reproduction and human development on the basis of parity of interests and possibilities of gender groups. The article provides results of SwoT-analysis of the factors of gender-related public administration in Russia. It is shown that now there are more factors that block its implementation. A significant obstacle to the applying the gender perspective in the practice of the Russian public administration is low level of gender competence of officials and politicians. As empirical evidence for this thesis the fragments of the recently published public project “Conception of family policy of the Russian Federation until 2025” are cited.
