Modification of operating Standard and Legal Base as an Element of Modernization of the Mechanism of Providing Disabled People Technical Means of Rehabilitation in the Russian Federation

Abstract

The article is devoted to aspects of improvement of the existing Russian legislation adjusting the mechanism of providing disabled people with technical means of rehabilitation, and also separate categories of persons from among veterans — artificial limbs (except dentures). It is offered to minimize existing administrative procedures, to replace superfluous and extremely not effective administrative mechanisms of the state control with market mechanisms. Specific proposals containing in the article on optimization of the current legislation for offered introduction in practice of the rehabilitation certificate and target social payment are directed on increase of availability and the quality, technical means of rehabilitation provided to disabled people, disposal of excessive administrative barriers. In practice there is a question of use of innovations in the course of production of technical means of rehabilitation and providing disabled people with them. It is possible to note that as a whole, all these measures are directed on strengthening of social security of disabled people.
