Political Leadership and Democratization: Azerbaijan and Problem of Democratic Continuity

Abstract

The analysis of functions of the political leadership one of which is elite and society mobilization on development of political system is provided in the article. The author of article considers experience of realization of the given function on the example of elite mobilization as counteraction to the main threats of democratization, and also the main stages of process of democratization and formation of civil society in Azerbaijan.
