Abstract

Position is developed in the article, that in Ukraine state administration defence of population and territories from extraordinary situations in an organizational aspect appears as difficult co-operation of three state Subsystems. Certainly theoretical and methodological problems of the organizational and legal providing of the system of defence of population and territories. The ways of solutions to the problems of organizational and legal support for the system of protection of population and territories from Emergency Situations.
