Abstract

Position is developed in the article defense to the development and justification of scientifi c and institutional arrangements and practices for the development of Mechanisms Public-private Partnerships at the on State and Local levels. The article is based on the study of experience of countries of the European Union. Studied the theoretical basis and provides a definition of the concept of public-private partnerships at the State and Local levels. Analyzed the European legal and regulatory framework to ensure Public-private Partnership, the basic features and principles of its creation. Possibilities and use of foreign experience implementation at the State and Local levels, the concept of Public-private Partnership. The basic European form of the creation of Public-private Partnerships, their benefits and risks.
