The "Strategy of Social-Economic Development of St. Petersburg until 2030": City-Government Improvement Problems During the Preparation and Implementation Process

Abstract

To ensure the optimal life quality on the territory of the giant city under the modern conditions is impossible without a harmonization of different citizens groups’ interests, taking into account their demands and reaching the consensus about the most important problems of city’s development. The strategic planning becomes herewith one of the most efficient instruments of the city development and has to enunciate the city mission, to formulate the goals and tasks - the main direction of the steady advance. The “Strategy of social-economic development of St. Petersburg until 2030” is an example of the aiming to the development of the complex development program for the city with the goal of improving its key quality parameters. The latter is not possible without the optimization of the city-government system’s structure and the rising of its functioning efficacy. Bu t the actual document does not pay enough attention to these problems. Another administration algorithm is needed for a further development of the city of St. Petersburg: the decentralization mechanisms must be imposed into the city-government system through the expansion of the city districts’ functions and enhancing their responsibility for the quality of life indicators on the territory. Also the 111 municipalities must play the standard role of self-government authorities in advancement of interests of the communities according with the Constitution of Russian Federation. As the 15 years of development of the local self-government in the city have shown it is necessary to move into direction of cooperation among municipalities with the goal of their merging into the more self-reliant and functional entities. The objective of the city-government system’s development is to harmonize its diversity level with the diversity of the unique city uniting history and modernity, fulfilling the broad spectrum of functions and having a great creative potential.
