Institutional Problems and Discussion Questions Innovative Modernization of the Economy of Regions of the Russian Federation

Abstract

In article problems of innovative modernization of regional economy are investigated. The author analyzes existing opinions and concepts, critical estimating basic opportunity to speak about innovative modernization of economy in Russia as in theoretical, and practical aspect. Various points of view and estimated judgments of public figures, representatives of the scientific community, the top management of the country are thus compared. Among other things the considerable attention is paid to a problem “not introductions”, shown in planned Soviet economy and kept the relevance and in economies in transition, market economy of today's Russia. In article possibilities of use of long-term programs of social and economic development for the solution of problems of modernization of economy of regions, and also efficienc y o f us e o f the present possibilities in the long-term programs “Strategy 2020” and “Strategy 2030” accepted by the government of the Russian Federation also are analyzed. In relation to the last, the author comes to a conclusion about the low practical importance and excessive pretentiousness of these program documents. Following the results of the carried-out analysis the author states a row the recommendation of the practical character which realization in a prime order will allow to solve, or, at least, it is essential to promote in the solution of problems of innovative modernization much from existing and listed in article, will create a basis for the long-term economic growth of non-oil branches of economy.
