The Foreign Worker in Russia: Economic Need and Social Reality

The article is devoted to the analysis of migratory mobility of a manpower of the Russian Federation, problems which face as the immigrants arriving to the largest cities and their regional centers (Moscow, St. Petersburg, the Moscow and Leningrad regions), and population constantly living in them. In the article the special emphasis is placed on the cities of this cluster where the labor in the past was lacked by the branches which are carrying out city-forming functions (for example, the sphere of industrial production). On the basis of the analysis of the Russian labor market features of its formation in the conditions of system crisis and market transformations of economy are considered. The author especially emphasizes that at the present stage deficiency of labor is characteristic for the city serving branches (the trade sphere, housing and communal services, transport, communication etc.). The same branches are also the main consumers of work of immigrants. For an assessment of labor immigration to Russia, the author considers questions of a state and dynamics of manpower; directions of work of immigrants; available objective need for foreign labor taking into account branch specifics. In article the assessment is given to a subject of reconsideration of policy of quoting of workplaces for foreigners.
