Abstract

The results of the retrospective analysis of a career perspective in the history of the Russian public service are presented in the article. Among the main career incentives of the modern public service the authors carefully consider a grade rank, which for a long time has been, in fact, the only way to recognise the achievements of a person, and currently has lost its key role. Also the results of a sociological research of career features in the public civil service at present are summarised in the article. In the course of the research the individual factors of career development of civil servants are revealed. The conducted research gives an opportunity to draw a conclusion that new approaches are required in career management of civil servants: the allocation of professional development and career growth as a priority of the state employment policy; the connection of career with the results of professional growth and activity in the whole; the consideration of motivation and value system of civil servants in the process of career planning and management.
