Interaction between State Government and Local Self-governments as a Basis for the Formation of Civil Society

Abstract

In the article is analyzed the role and importance of effective cooperation of local government institutions and public authorities for the establishment of civil society in Ukraine. The author draws attention to such controversies as the lack of extended regulatory framework and unreadiness of subjects - both ordinary citizens and civil servants - to accept relevant “rules of game”, the reluctance of authorities to cede “public authority” etc. The article considers such processes as “crisis of legitimacy” and “crisis of participation” that hinder the development of self-government of the country.
