Development of Social Security System through Improvement of Quality of Social Services

Abstract

In the article the reasons of inefficien t coordinatio n betwee n all-branc h measure s fo r development of the social sphere in Russia, on the one hand, and broader efforts on development of social security system, with another are established; the offers making a basis for ethical approach to development of social security system which the author suggests to include in national strategy of development of the social sphere of Russia are created.
