State Anti-drug Policy in Saint-Petersburg

Abstract

The article presents the conceptual foundations of a regional anti-drug program in St. Petersburg for the period from 2013 to 2016 years, the development and implementation of which is planned in accordance with the general «State of drug policy strategy of the Russian Federation until 2020». The program is based on the results of toxicological monitoring and monitoring of crime associated with illicit drug trafficking in St. Petersburg, predicting its changes sociological research on actual data about the results of execution of Law of St. Petersburg dated 21.09.2011 № 541106 «On prevention of drug addiction in St. Petersburg», as well as on the effectiveness research activities outlined in the program «Complex measures of counteraction to abusing drugs and their illegal circulation in Saint-Petersburg» for 2009-2012 years, a natural extension of which is the proposed new targeted program on combating illicit trafficking of narcotic drugs and psychotropic substances and their non-medical consumption.The authors detail the principles of construction of a new regional program, main goals, objectives and conditions for its implementation, a thorough comparative analysis of the old and new versions of software, highlight important features and advantages of the new regional program for the implementation of the strategy of state anti-drug policy of the Russian Federation in St. Petersburg 2013-2016 years, fully disclosed to the program structure, which consists of four main areas of work, representing a balanced package of measures, including special importance attaches to the independent activities aimed at the creation and development of a regional system of social rehabilitation and re-socialization of persons treated for drug depending.
