On Some Aspects of Administrative and Legal Regulation of External Migration in the Russian-Byzantine Treaty of 907 year

Abstract

The article is devoted to studying of administrative and legal regulation of external migration in the Treaty of Russia with Byzantium of 907 year, one of the first international legal acts of the Old Russian state in whom for the first time found reflection of norm, belonging to the migratory right. On the basis of the analysis of the Contract the author comes to a conclusion that the contract of 907 year gives an example of the balanced combination in general of two modes: a migratory legal regime of the greatest favour to legal migrants, and the unfavourable mode in relation to the persons inclined to offenses or pursuing the aims of destabilization of a situation in the host country.
