Abstract

This article discusses the staffing of the Legislative Assembly of St. Petersburg, identified problems and possible solutions to personnel issues. The problems and prospects of implementation of personnel policy in the sphere of the civil service. Particular attention is paid to the main directions of the personnel policy for training and education. The issues of staffing turnover in government. The urgency of studying the implementation of state policy in the sphere of personnel of the civil service conditioned by the fact that today is extremely high degree of importance of the issues forming the staff of the State Service of the Russian Federation. Reforming the whole system of public service can not affect sphere of this work as a human services involved in the selection of applicants for civil service positions. There is an objective need for a comprehensive analysis that emerged during the years of civil service reform, problems of recruitment and the development of science-based approaches to improve the legal regulation of personnel policy in the public service. In the context of the modernization of public administration and reforms in the sphere of the institute of public service must change and framework work with the staff, as well as, regulatory consolidation of these changes. Speaking about the essence of the personnel policy in the civil service of the Russian Federation should be noted that public service is an essential element of public administration in general. The effectiveness of the executive power, the internal public policy, as well as the state of society is directly dependent on the “quality” of the staff of the public service. Improving public service involves both improving the methods of selection of personnel reserve and revision of legislation governing the work of public servants.
