Openness of Government as a Factor of the Effectiveness of Political Communication in the Relationships between Authorities and Society

Abstract

The main purpose of this article is associated with an attempt of theoretical understanding of the role and place of openness of the authorities to improve the effectiveness of dialogue between authorities and society, with an attempt of the analysis of practical experience in the implementation of civil control of openness of municipalities in Saint-Petersburg for example, the study entitled “ The information transparency of municipalities in Saint-Petersburg” conducted by the nongovernmental organisation “The Observers of Saint-Petersburg” within the project “Civil Control of municipalities” in 2014.
