Административные реформы и модернизация системы публичного управления на местном уровне в Германии

Статья рассматривает административную реформу в Германии, вызванную обращением к концепции Нового публичного менеджмента. Основное внимание уделяется местному уровню управления, так как во взаимосвязанной системе публичного управления Германии, включающей федеральный, земельный (региональный) и местный уровни, местный уровень играет решающую роль в реализации публичной политики и осуществлении необходимых функций. Соответственно, именно местный уровень стал ареной для проведения основных реформ и модернизации в целом. Статья, в основном, посвящена местному уровню управления, хотя федеральный и региональный уровни также включаются в процесс анализа.Скачивания
