Organization of the International Activity of the Territorial Subject of the Federation (on the Example of the Canadian Province of Quebec)

The paper examines institutions and doctrines of international activity of a subject of federation on the example of Quebec. For half a century this French speaking Canadian province has been one of the most visible and active actors among non-sovereign actors. The presented research shows the evolution of its institutions responsible for international relations and reveals the specifics of the activities of the Quebec delegations and bureaus abroad; it also analyzes the provincial doctrines and white papers on international agenda. It is noted that institutions and doctrines related to Quebec international activity bear a symbolic function along with its immediate practical purpose, reflecting its national, cultural and linguistic specificity.Downloads
