Problems of perfection of qualification during modernisation of the state and controls

Abstract

The article is dedicated to the experience of state and administrative organs modernization in the Federal Republic of Germany. Evolution of the state administration models is shown, special attention is given to the model of Max Weber, which is still actual. Advantages, disadvantages and the main tasks of the programme «Modern state - modern administration», adopted in 1999 by the federal government of Germany, are analyzed. It is noted that the reform model directed mainly to the market and economic efficiency is not quite suitable for the state administration in Germany. Author considers that advanced training of the government employees should play a leading role in the process of modernization of state and administrative organs in Germany.
