Scientific criteria suitable to provide estimations of State administration reform or modernization results are considered in the article. The reasons of the successes and failures of the projects targeted to changes in organization's functioning are analyzed in detail. It is noted that organization's culture is one of the main factors, defining reform success or failure. Concept «organization's culture» and its main attributes are thoroughly described. It is noted that there are several subcultures in one organization and the items, connected with the interdepartmental cooperation are investigated.Downloads
