Practice of interrelations between the regional and municipal levels of administration: through the eyes of municipals (on the materials of the expert investigation in the frame of the tacis programme)

Abstract

The article is dedicated to the results of investigating the situation in some municipalities of Republic of Karelia and Kaliningrad region, which had been conducted in the framework of the project of Joint Programme of European Commission and Council of Europe «Implementation of the best practice methods by Council of Europe by means of experience exchange» in 2004-2006. The investigations discover the foster character of relations between the municipal and state power organs, that is resulted in violation of the main principles of local self-administration. In the author's opinion this is an unambiguous evidence of the necessity of changes of the character and culture of the interrelations between regional and local power levels.
