On the system of legal constitutional principles of authorization of state power organs

Abstract

The article is dedicated to grounding of necessity for development of the scientifically based, legally formalized principles of separation of powers of state power organs. The author paid special attention to the principles of empowerment of state power organs of subjects of Federation in the sphere of joint competence. Considering in detail the factors negatively influencing on creation of empowering system, the author simultaneously suggests a number of principles, on which such a system can be created that would be capable to provide highly efficient functioning of state power organs.
