Abstract

Specialty "State and Municipal Management" as an academic discipline of higher education has been constituted in 1992. But the first state educational standard of this specialty has appeared only in 1995. In the 1990s a set of requirements for expert and content of his training has undergone a significant evolution, in particular in our institute. The experience of those years of formation of this specialty has instructive significance for the present situation.
