On the Public Nature of the Power of the Modern State

Abstract

The author examines in historical perspective the problem of transformation of state property, which changes its private nature in the process of transition from traditional country to country of the modern type, and becomes more and more of public and legal nature. This, in the author’s opinion, allows the state to realize its social function as an organization, which is vested with a public authority and uses that power in the public interest.
