Abstract

Need of creation and feature of a new class of the Russian higher education institutions — sea enterprise universities are shown. They allow to provide and realize system approach to the organization of sea activity of Russia in the conditions of turbulent economy and to form a basis of ensuring transition of the sea industry to economy of knowledge, including spatial planning «the territory — the water area».
