Police Reorganization in the "1870 Administrative Police Reform" Project

Abstract

The article is devoted to the police component of the “Administrative police reform” project developed by the Interior Ministry. Relying on archive sources, the author analyzes the areas of the police reorganization and the attitude of heads of different departments to the project. It helped to reveal the conflict between liberal and conservative upper bureaucracy in the question of the police reform, which reflected the struggle within the governmental circles for continuation of the “great reforms” policy.
