Integrative Opportunities of the International Cooperation of CIS Countries in the Sphere of Civil Servants Training

Abstract

In article features of vocational training of civil servants of Great Britain, Germany, France, the USA and prospect of the international educational exchanges with CIS countries with use of integration mechanisms of Bologna Process are revealed. It is noted that updating of system of the state administration in modern Russia demands the appeal to foreign experience for accumulation of qualitative parameters of personnel training of government. Practice of implementation of the international programs of training of masters of management within Bologna Process for the public and municipal administration is considered on the example of the Ural branch of a RANEPA and London Metropolitan University (Great Britain). The structure of this international program integrates the Russian and British standards of the higher education of masters on the public and municipal administration. In Kazakhstan the joint international program “MASTER of SCIENCES + MBA” in “Economy” together with the European university (EU) is realized. The conclusion, that integrative interactions are promoted by the general target orientation of administrative reform, transformation of education systems within the Bologna Process, the efficiency which has shown in practice of the European programs of training of civil servants, expansion of international relations of educational institutions, is drawn.
