Competitive Approach in the Development of the System of Local SelfGovernment of Ukraine

Abstract

The article considers the possibility of building a competitive approach to the system of local self-government through the formation of a competitive territorial community through the creation of the state of favorable conditions (legal, economic, organizational). Analyzes the concept of “competitiveness” in relation to a particular subject of law - the local territorial community. As a result, a model of the system of local government built using a competitive approach, the key moment of which are partnerships of territorial community and local government, and a balanced relationship the community both with a local governments and with the government.
