State Order as the Mechanism of Satisfaction of Work Market Demand in Experts of an Average Link

Abstract

Modernization of funding mechanisms for the organizations of the budgetary sector of economy through institute of the state order generates new tasks and creates new opportunities regarding coordination of actions between labor markets and "production" of experts of an average link. In the secondary professional education (SPE) sphere the state order can be considered as coordination institute between the educational organization and the employer, is wider - between the market of educational services and a labor market. Today opportunities "State order - the coordinator" between the offer from an education system and demand from a labor market aren't used. One of the reasons - the mechanisms (procedures), allowing to coordinate the activity of the educational organization connected with formation of the state task, and activities for the solution of a social and economic task for satisfaction of market demand of work on those experts who are included in this state task aren't defined. Actual task in this context is algorithm creation in coordination of these actions, as mechanism on achievement of the purpose. Recommendations about formation of algorithm of interaction are presented in article between the interested participants of process. Conclusions are based on the analysis of texts of the state orders of the educational organizations of system of secondary professional education of different regions of the Russian Federation.
