Personnel Policy as one of the Foundations of Recruitment of the Political Elite

Abstract

The article considers the place and function of the political elite in modern society. Described channels, mechanisms and types of recruitment the elite. The article also be conducted mapping channels for the recruitment of the political elite in the West, the Soviet Union and post-Soviet Russia. The Institute personnel reserve is considered in the article as one of the attempts to optimize the system of recruitment of the political and administrative elite of our country. The author conducts a segmentation of the participants of the Reserve of administrative staff in St. Petersburg and analyzes the requirements to candidates. The most important criterion for recruiting elite should become a person's ability to control other people. It's the people, have organizational skills, able to think outside the box and to predict the results of their work must get in the political and administrative elite and to become generators of new ideas for the further transformation of political and economic life of Russia. The author comes to the conclusion that modern Russia needs a new, consistent with the principles of democracy and the sociality of the state personnel policy conducive to the creation of effective, democratic and socially just state.
