The Institute of Government and the Evolution of Modern Electoral System of the Russian Federation

Abstract

The article is devoted to historical aspect of development of public administration in Russia and reforming of political system, comparison of world experience and national specifics. The author addresses to memoirs of governor generals which described problems of management of regions, corruption among officials, etc. The author comes to a conclusion that during the different historical periods the institute of a general governorship was used for power strengthening, at different stages of historical development Russia, anyway, came back to appointment of heads of regions. In the article questions of optimum balance of centralization and decentralization, strong and weaknesses of concentration and dispersal of powers of authority are analyzed. Also questions of change of a modern electoral system and electoral laws are analyzed. Results of return to direct elections of governors in 2012-2014 and existing tendencies of evolution of electoral and party systems are considered. The author notes transition from “operated democracy” to algorithm of “operated election commissions” that is inevitable lowers competition and sharpness of political struggle, appeal of institute of elections to citizens and their interest in participation in them.
