Information and Communication Function of the Effective Authority in Modern Concepts of Democracy

This article deals with the problem of efficiency of the authority as a key integral characteristics of modern democratic societies, examines the factors and criteria of efficiency of the political authority, as well as the reasons for the inefficiency of the authorities. In the focus of attention are the modern concepts of democracy XX-XXI centuries. The author examines basic concepts and approaches to the ratio of the political authority and the power of the mass media, explores the dynamics and changes in political thought, which caused by the information revolution and the development of information societies. The author studies the tools of mass communication regarding their efficiency in the context of globalization and regionalization. The main focus is on the review of information and communication functions of government, especially in the conditions of acute global and domestic competition, and in the conditions of crisis management. The author investigates the tools of public control over the actions of the authorities and the decision-making process, as well as manipulative, advertising and marketing technologies in management of public opinion. In the article is considered such political factor as control over resources of mass media by administrative elites, society and interest groups with the aim of creation of favorable information space in the condition of democracy and postdemocracy.Published
