Communication Aspects of the Implementation of New Large-scale Development Programs in the Arctic

Abstract

At present there arises the question of the implementation of new large-scale development programs in the Arctic. The article describes the prerequisites for the implementation of such programs and directions of communication activities aimed at to integrate the necessary resources: modern technology, funding, design and production facilities and more within the project of the Arctic cluster in the North-West region of Russia with the center in St. Petersburg.
