Financial Support of the Enterprises Export at the Subnational Level: Experience of Canada Provinces for the Russian Regions

Abstract

Studying of experience of the Canadian provinces answers to a question how Russia can prove legitimacy of the subsidies allocated for support of export now and in the future. Canadian provinces use some approaches which take their programs out of the category of prohibited subsidies: programs declare export support outside the regional border, not abroad; subsidies are allocated at stages before export, without the support amount contingency with export volumes; there is supported activity which is not the export of goods but the export of services, participation in global value chains and capital investments in other countries; some types of support, namely: export awards by its form don’t answer the concept of a subsidy; programs declare that they don’t give benefit to recipients of the help.
