Abstract

The article is devoted various aspects and problems of transformation of civil servants’ values in changing social environment. Requirement to civil servants and their competences have grown. One of the ways to solve this problem is to improve the quality of training programs in the system of additional education based on competency building approach and value approach. Changes in civil service corporate culture, its values and norms shall be constantly studied so that new positive behavioral patterns are fixed and developed.
