Аннотация

В статье анализируется идея, распространенная в первой половине XX в. среди британских лейбористов: возможность демократизации международных отношений посредством организации, функционирующей как глобальный парламентский институт. Демократия первоначально воспринималась лейбористами как идеальная основа деятельности Лиги наций, а впоследствии как критерий членства для последующих организаций.
