Strategic Planning of Municipal Development: the Experience of Foreign Countries and Regions of Russia

Abstract

In article analyzed the experience of some European countries and Canada regarding the organization and implementation of the most significant aspects of strategic planning, which is especially important for the Russian territories in the accumulation period of strategic experience. In the historical context of each country in Europe has formed a system of individual approaches to territorial strategic planning, while in Russia the overall strategic system has not yet been agreed. In our view, the most significant is the experience of France and Italy, as these countries have deep historical and cultural ties with our country. At the same time, having a centralized control system, significant attention is paid to the strategic development areas, providing opportunities for long-term search for new vectors, primarily for economic development. Example is illustrative of Canada as being a colony for a long time, while virtually divided between the two countries: Britain and France, on the sphere of influence of both approaches accumulates in the control system. Experience in strategic planning, implemented in other countries, gives us an idea about the socio-economic processes, problems and achievements of state and local authorities in the field of long-term sustainable development of the territories. Analyze the scope of methods of strategic planning in state and municipal government, we have an opportunity of reflection phenomena and processes taking place in our own country. Despite the fact that the Russian practice of strategic planning Municipal Development has more than 15 years, until now there is no unified approach to the formation of the strategic process, there is a well-established legal framework, common guidelines to ensure quality content of strategic documents, their implementation and control execution.
